Argentine. Born in General Roca (Río Negro), in his youth, he studied at the National University of Córdoba and, since the late 1980s, has resided in the city of Buenos Aires.

He is a lawyer and specialist in the judicial protection of the rights of children and adolescents.

With vast experience in children’s and adolescents’ rights, he has practiced law, participated in social commitment initiatives, assumed responsibilities in public management, published several articles and ventured into academic fields.

He was the head of the National Secretariat of Children, Adolescents and Families (SENAF) of the Argentine Republic on two occasions: from 2011 to 2015 and from 2019 to 2023.

As Secretary, in his second mandate, he promoted SENAF’s rapprochement with Francesco Tonucci and the “Children’s City” project, encouraging the inclusion of their approaches and experiences in Argentine public policies.

In 2019 SENAF went to meet Tonucci. His generosity and profound preaching have enriched our programs. The protagonism and autonomy of children, their right to play freely, and their impact on the city's life were the pillars of that rich convergence.
